Metrc New York: A Dispensary Owner's Transition Guide

Metrc New York: Dispensary Owner's Transition Guide by Cova

Change is in the air for New York’s cannabis industry. The state’s Office of Cannabis Management (OCM) has announced it is transitioning from BioTrack to Metrc as the official seed-to-sale tracking system in New York. OCM is aiming to have the Metrc integration live by the end of 2025.

This shift marks a major turning point in cannabis compliance for New York dispensaries. If you hold a retail license, the time to prepare is now. We’ll show you how in this guide, including:

  • Why New York made the switch to Metrc
  • The key Metrc New York transition dates and deadlines you need to know
  • What steps dispensary owners must take to stay compliant
  • How Cova can help you integrate smoothly and avoid costly pitfalls

Why the Move from BioTrack to Metrc?

New York’s decision to move away from BioTrack didn’t happen overnight. It was the result of ongoing operational challenges, industry pushback, and strategic recalibration by the OCM.

Initially, New York selected BioTrack in 2022 as its seed-to-sale cannabis tracking system of record. However, despite the launch of the adult-use market in December 2022, persistent integration delays and mounting frustration from license holders put BioTrack’s long-term viability in question. Dispensary operators reported numerous roadblocks, including:

  • Cumbersome workflows and tag management
  • Inadequate support for real-time reporting
  • Point-of-sale (POS) integration delays
  • Cost concerns for application programming interface (API) access and universally unique barcode (UUID) generation

Metrc vs. BioTrack: What’s the Difference?

Metrc (Marijuana Enforcement Tracking Reporting Compliance) is a cloud-based seed-to-sale tracking system that enables real-time monitoring of cannabis products through every stage – cultivation, manufacturing, distribution, and retail. Metrc is already used in more than 20 U.S. states and is widely recognized for its security, transparency, and integration support.

Key Differences

Point-of-Sale Integration: The Game-Changer

Perhaps the biggest difference for dispensaries is how well Metrc supports point-of-sale (POS) integration. In the BioTrack system, New York dispensaries had to rely on third-party software to connect their POS systems to the state tracking API. This was an inefficient system that resulted in manual workarounds, increased risk of reporting errors, and compliance headaches.

With Metrc, dispensary owners benefit from:

  • Direct integration with certified POS providers
  • Real-time automated reporting, minimizing human error
  • Compliance audit trails so nothing gets lost
  • Reduced administrative burden so your team can focus on sales and service

How to Transition from BioTrack to Metrc: A Dispensary Checklist

If you’re a licensed cannabis retailer in New York, the transition from BioTrack to Metrc may seem overwhelming. But following a step-by-step process can help you get set up and stay compliant ahead of the deadline. Here’s a transition plan you can follow:

  • Assign a seed-to-sale administrator. This person will manage your Metrc account and complete the required training.
  • Complete the training in Metrc Learn. This is required to receive your credentials (see the next section for more details).
  • Get credentialed in Metrc. This involves setting up your business information, employee accounts, items, and facilities.
  • Order and apply tags. You’ll need to use package tags for all in-stock and incoming products.
  • Record beginning inventory. Log your existing products in Metrc no later than November 14, 2025.
  • Tag all inventory. Ensure every unit is tagged and traceable by December 15, 2025.
  • Validate your POS integration. Your POS must be able to communicate seamlessly with Metrc.
  • Update Dispensary Standard Operating Procedures (SOPs) and train your team. Make sure to revise your workflows and educate your staff on the new Metrc procedures.

What Training Is Needed for Metrc?

To successfully transition to Metrc, dispensary owners and their teams must complete required training through Metrc Learn, the company’s official learning management platform. This training is mandatory before credentialing and is tailored to different license types and user roles.

Required Training

All dispensary license holders must complete “New Business Training” before they can be credentialed and gain access to the Metrc platform. This foundational course walks through account setup, inventory tracking, tag application, reporting requirements, and key workflows within the system. It is self-paced and available on-demand via Metrc Learn.

Role-Based Training Modules

Metrc Learn includes over 300 self-guided courses. These modules are designed for specific roles within a cannabis business, such as inventory managers, budtenders, compliance officers, and administrators. For example, dispensary staff can take advanced courses on retail package management, sales data reporting, and handling returns and transfers – everything your team needs to know to stay compliant and efficient.

Best Practices for Staff Training

  • Don’t rely on a single person. While the seed-to-sale administrator is responsible for managing the system, multiple team members should be trained in Metrc to avoid single points of failure.
  • Integrate training into onboarding. Make Metrc education part of your new hire training plan so every team member understands how to handle inventory and sales properly from day one.
  • Refresh regularly. As regulations evolve and Metrc releases new features or updates, revisit Metrc Learn periodically to keep your team current.

Risks, Pitfalls, and Best Practices

Key risks to watch out for as you transition from BioTrack to Metrc include:

  • Credentialing delays: If you wait too long to complete training and apply for credentialing, you may not gain access to the system in time to meet Metrc compliance deadlines. This could result in disruptions to your inventory tracking and expose your business to potential compliance infractions.
  • Tag shortages: Metrc tags must be ordered and received in advance of tagging deadlines. If too many retailers delay their orders, backlogs could occur – especially as we get closer to the December 15 deadline.
  • Tagging errors: Incorrect application of plant or package tags can cause major issues, including data mismatches, failed transactions, and audit flags. It is vital to review tag usage protocols with your team.
  • Integration failures: Not all cannabis POS systems integrate smoothly with Metrc. Choosing the wrong tech partner can lead to manual reporting, inconsistent data, and compliance violations.

Best Practices for a Smooth Transition

  • Start early. Begin credentialing and Metrc Learn training as soon as possible.
  • Order extra tags. Always keep a buffer supply of tags on hand in case of damage, misprints, or operational changes. Don’t wait until the last minute to place your first tag order.
  • Run parallel inventory audits. During the transition from BioTrack to Metrc, perform side-by-side audits between systems to ensure consistency and catch errors before they compound.
  • Update SOPs and train staff. Revise your SOPs to reflect the new Metrc workflows, especially for inventory receiving, sales reporting, and waste disposal.
  • Learn from other states. Dispensaries in Metrc states like Michigan, Colorado, and California have already faced – and solved – many of the same issues. Review lessons learned from these markets to avoid the same mistakes.
